Virgil was born in Hays, Kansas. Graduated from high school in 1971 and was inducted into the U.S. Army. He was sent to basic combat training at Fort Knox, Kentucky. After basic training, he was sent to advanced individual training as an armored crewman on main battle tanks. He was also trained on M-551 Sheridan-armored reconnaissance/airborne assault vehicle. After training, Virgil was assigned to Co B, 2/33rd armored regiment, Third Armored Division. He was stationed in Kirchgoens, West Germany. After completing a three-year enlistment, Virgil was honorably discharged from active duty in June, 1974.
After returning to Hays, Virgil attended Fort Hays State University, and married Jeanette. They raised three children while Virgil attended FHSU. In1982, he graduated with a BA and in 1983 received his Master’s in Political Science. After graduation, Virgil worked for the Hays Police Department and in 1984 went to work for U.S. Border Patrol. He then moved to Topeka and went to work for MTAA Airport Police. In late 1985, he began his career with the Kansas Department of Revenue/ABC. He retired in 2011 with more than 25 years of service with the state of Kansas.
Virgil is currently State Representative in the 56th District. He sits on the Financial Institutions and Pensions committee; he is the ranking minority member on the Veterans and Military committee and Corrections and Juvenile Justice and Agricultural committees. Virgil Also works with high school students considering public service careers through the Dole Institute of Politics.
